I would say she seems like if Neeko and Lillia had a child in terms of gameplay. Don't forget that Neeko has a three hit passive that does magic damage and gives movespeed when procced.

She's a combination of liliya, ahri, vayne's ulted-tumble/talon's over wall jump (the hop, and invisibility), caitlyn😊 (the fire forward with jump back), and a bit like aurelian sol/mordekaiser with the ult. She's a smorgasboard of mixed up existing abilities in new ways.
